The Department is responsible for policy formulation, co-ordination and promotion of TEVET through provision of guidelines to all TEVET providers. The Department is also responsible for increasing stakeholder participation in the provision of TEVET and assessing the impact of TEVET programmes.
Units Under the DepartmentEntrepreneurship Development Unit

The Section is responsible for:

  • Developing strategies for popularizing entrepreneurship training
  • Monitoring and evaluating entrepreneurship training provision and promotion
  • Designing packages and incentives for the development of entrepreneurship training

Skills Development Unit

The Section is responsible for:

  • Developing strategies for popularizing various technical and vocational skills
  • Identifying and analysing national skill needs and opportunities
  • Monitoring and evaluating technical and vocational skills training provision and promotion
  • Designing packages and incentives for the provision of skills

Objectives for TEVET

  1. To increase access to TEVET in order to contribute to poverty reduction and increase the number of skilled persons for the labour market.
  2. To increase female participation in science and technology related courses in TEVET
  3. To promote the participation of disabled persons in TEVET
  4. To facilitate the development and promotion of entrepreneurial skills for employment creation
  5. To support and promote the transformation of the informal sector operators into formal micro and small-scale entrepreneurs
  6. To develop appropriate and relevant qualification systems and quality assurance methods to meet the current and future labour market demands.

Statutory Bodies under the Department

The Department has statutory bodies under its jurisdiction and these are:

  • Technical Education, Vocational and Entrepreneurship Training Authority (TEVETA), and
  • Twenty-eight (28) training institutions; twenty-six (26) of which are run by Management Boards and the remaining two are run by Advisory Boards.

Legal Oversight

The Department of Vocational Education and Training provides oversight on the following Acts of Parliament:

  • Technical Education, Vocational and Entrepreneurship Training Act No. 13 of 1998
  • Technical Education, Vocational and Entrepreneurship Training Amendment Act No. 11 of 2005
  • Skills Development Levy Act No. 46 of 2016
